Reorders the Plugins screen so active (and network-active) plugins appear first, with inactive plugins grouped below. Adds collapsible “Active Plugins” / “Inactive Plugins” section headings (collapse state saved in the browser). Skips already-filtered views such as Active-only or Must-Use. No settings—enable and open Plugins.
